The Electrical Construction and Maintenance program at Mitchell Technical College is designed to provide basic training in maintenance and new construction wiring in both residential and commercial buildings. The program emphasizes a combination of theory and practical application necessary for successful employment. Additional coursework includes fiber optic and data cabling as well as programmable logic controls.  

The program begins with a review of basic math as it relates to the electrical trade and an introduction to hand tools, materials, basic electrical resistive theory, wire sizing, circuit construction, and troubleshooting. The program continues with basic through advanced motor controls, motor theory and maintenance, installation and maintenance of equipment, blueprint reading, estimating, electrical codes, and instruction in job-seeking skills.

The successful student in this program will demonstrate various skills and abilities, including manual dexterity, arm-hand steadiness, and multi-limb coordination; visual color discrimination and near vision; reasoning, information ordering, and problem-solving; and communication with supervisors, peers, and subordinates. In addition, students must be able to perform general physical activities like climbing, lifting, walking, stooping, and handling materials, and must be able to climb a 6-foot ladder.

Apprentice electrical jobs in residential, commercial, and industrial areas are open to Mitchell Tech graduates. Positions are available with electrical contractors and maintenance companies, and with regional substations and utility companies. Incoming students are licensed as apprentice electricians in South Dakota. Upon completion of the Electrical Construction and Maintenance program, a Mitchell Tech graduate receives 2,000 hours towards certification as a journeyman with a South Dakota electrician’s license.

Graduates will receive one year’s experience credit allowance for a Class A journeyman electrician, power limited technician, or maintenance electrician license in the state of Minnesota, or apprentice credit by the state of Iowa. Talk with a Mitchell Tech ECM instructor for more information.

Requirements

Computer Requirements

This program requires a laptop computer so that you can effectively integrate computing skills with your technical education. Many resources that instructors assign are online or require specialty software. To address these needs, Mitchell Tech requires that students entering this program purchase their laptops from Mitchell Tech. The cost for a Mitchell Tech laptop averages about $1,150 for this program. Please be aware that our machines come fully loaded with the software required for this program.

Whether it’s Microsoft Office, or a specialty software for a technical program, your needs will be met by your Mitchell Tech laptop. And our laptops are serviced for free by our Technology office. You will not be able to bring a laptop from home into a Mitchell Tech laptop program as we cannot provide support services for every make and model of laptop. Please consider this carefully before making any laptop purchase and check with the Admissions office for more details.

Licensure Disclosure

Most states require electricians to be licensed through a combination of hours of experience, exams, and training. Incoming Mitchell Tech students are licensed as apprentice electricians in South Dakota. Upon completion of the Electrical Construction and Maintenance program, a Mitchell Tech graduate receives 2,000 hours towards their journeyman license in South Dakota. Mitchell Tech strongly encourages prospective students to verify that Mitchell Tech’s coursework will meet the educational or training requirements, if any, for licensure in the state they plan to work.

Outcomes

At the completion of the program, graduates will be able to:

  • Demonstrate competence in practicing safety and recognizing and correcting potential hazards.

  • Understand the behavior and principles that govern AC and DC electrical circuits.
  • Demonstrate entry-level skills for accuracy in residential, commercial, and industrial electrical installations and maintenance services.
  • Use the National Electrical Code to legally and safely install electrical installations with supervision.
  • Install and troubleshoot basic motors and control systems.
  • Install controls and set parameters for remote operation of an Allen-Bradley variable frequency drive (VFD).

Rod Bowar Memorial Scholarship

Rod owned Kennebec Telephone Company, providers of telephone, cable TV and internet service to Kennebec, Presho and rural Lyman County. He joined the company in 1977 and purchased it in 1998. Rod was passionate about providing the best opportunities possible for his family and community. He served on many different boards and committees, including serving on the Mitchell Technical College Foundation Board. Two of Rod’s children were Mitchell Tech grads, and his businesses employ multiple Mitchell Tech graduates.

SD Municipal Electric Association Energy Production & Transmission Scholarship

The South Dakota Municipal Electric Association (SDMEA) consists of 35 member municipalities dedicated to providing reliable electricity to approximately 100,000 residents across South Dakota. The association works collaboratively to ensure efficient, community-focused electric service and advocates for the interests of municipal utilities within the state. This scholarship was created by the SDMEA to support workforce development within the electric utility industry. Its primary goal is to encourage students with an interest in the power industry to continue their educational pursuits and to remain connected with their hometown municipal electric utility. The scholarship aims to strengthen local communities and ensure a skilled, engaged workforce for the future.

Rick Kostelecky Endowed Scholarship

The endowed scholarship was established by the family of Rick Kostelecky, a 1982 graduate of the Electrical Construction and Maintenance program. Kostelecky began his career with Muth Electric in Watertown and Rapid City. In 1993, he joined Interstates Electric Engineering, where he traveled nationwide as a project foreman. He rejoined Muth Electric in 2004 and settled in the Black Hills. Rick passed away in August, 2012. The endowment began providing scholarships in the 2013-2014 school year. The scholarships will be awarded in January each year and applied to the recipient’s account the following Fall semester.

Raymond “Mike” Blasius owned and operated Blasius Construction in Kimball, SD for nearly 50 years before his death in March 2022. Mike held his crew to the highest expectation of work ethic and attendance and was known for his quick and witty sense of humor. John And Diane Weber “Career Change” Endowed Scholarship

This scholarship was established in 2015 by the daughters of Diane Weber. Diane’s early adult years were spent in the Peace Corp, working at Bell Telephone and teaching German and English after college. The scholarship honors Diane’s desire in 1974 to change her career and her enrollment at Mitchell Tech to become a Clinical Lab Technician. Interstates Endowed Scholarships

Interstates, Sioux Center, Iowa, has been a great industry partner of Mitchell Tech. Interstates began offering scholarships to ECM students in 2004 and their Endowment achieved full funding in 2012. Dennis Knouse Memorial Scholarship

The fund was established in 2013 by family, friends and co-workers of Dennis Knouse. Knouse was a 1979 Electrical Construction and Maintenance graduate from Huron, SD who died in a motorcycle accident in 2010. Funds for the scholarships are provided by a Poker Run held each summer. The scholarship will be awarded in January each year and applied to the recipient’s account the following Fall semester.

Daniel Roy Todd Memorial Scholarship

Daniel Roy Todd, son of native Letcher, SD parents, returned to his family roots in 1998 to care for his father and in August, 2001 he accepted the position of Executive Director of the recently-established Mitchell Technical College Foundation. Dan’s varied experiences in research, planning, consulting, and community development allowed him to focus on strategic planning for the Mitchell Technical College Foundation. In a very short time he had established the Mitchell Technical College Alumni Association and provided an excellent base upon which the Foundation was built. Dan passed away in 2005 after a brief illness but the Mitchell Technical College Foundation still credits him with the early success of the organization. The Daniel Roy Todd Fund began providing scholarships in 2016.

Dakotas Chapter NECA Endowed Scholarship

The Dakotas Chapter of the National Electrical Contractors Association (NECA), based in Fargo, ND, was founded in 1949 and is one of 117 NECA chapters nationwide. It promotes and advances the interests of 40 electrical contractors in the Dakotas and western Minnesota. NECA contractor electricians are all members of the International Brotherhood of Electrical Workers. This endowment was created in 2014. The scholarships will be awarded in January each year and applied to the second year student recipient accounts for their second semester. The first year student awards will be applied the following Fall semester.

Bartels Endowed Scholarships

Keith & Glynn Bartels have been active and instrumental members of the Mitchell Technical Institute Foundation and have a passion for education and Mitchell Technical College. They have chosen to establish a scholarship endowment with the Mitchell Technical College Foundation which provides $500 scholarships each year. The scholarships will be awarded to any Power Line recipients in January each year and applied to recipient’s account in the Spring semester. All other scholarships will be awarded in January each year and applied to the recipient’s accounts the following Fall semester.

Applicant must be a U.S. citizen and have attended school in the Mitchell area Applicant must be involved with student leadership Applicant must be currently enrolled full-time at Mitchell Technical College and be within two years of MTC graduation Applicant must complete the MTC online application form during the open application period as instructed to be eligible for the scholarship Applicant must maintain a GPA of 2.6 Applicant must demonstrate financial need according to FAFSA Scholarship award may be retained for 4 semesters or put on hold for military service Applicant must permit selection committee to solicit oral or written recommendation from instructor or administrator Applicant must live within 50 miles of Mitchell

Associated General Contractors (AGC) Endowed Scholarship

Associated General Contractors (ACG) is a South Dakota trade association that represents the interests of the construction industry. The Building Chapter is headquartered in Sioux Falls, SD and the members primarily build commercial buildings. Their scholarship objective is to help a young person enter a construction-related trade. They began offering a scholarship in the 2012-13 school year. The scholarship will be awarded in January each year and applied to the recipient’s account the following Fall semester.

Thomsen Family Endowed Scholarships

The first endowed fund for scholarships at Mitchell Technical College, the GF Thomsen Family Scholarship has been awarded annually since 1995. This scholarship for Incoming Mitchell Tech students in any program will be awarded by April 1 each year and applied to the recipient’s accounts the following Fall semester.

MTC Freshmen Scholarship

These scholarships are provided to full-time Incoming students enrolled at Mitchell Tech. The funding for this scholarship is provided by the contributions to the Mitchell Technical College Foundation by the staff and faculty of Mitchell Technical College. Recipients will be notified of awards mid-summer. All awards will be credited to student accounts for the Fall semester.
