Types of Benefits Available


As a veteran or active service member, you have many educational benefits available to you. You can use this site or contact Mitchell Technical Institute Financial Aid Office.  We will be happy to answer your questions. You will need to complete some paperwork to receive your benefits. The paperwork will depend on which program or chapter you are under.


CHAPTER 1606 - Army/Air National Guard/Reserve

  • New applicants must complete VA Form 22-1990
  • Transfer students must complete VA Form 22-1995
  • Submit copy of DD-214
  • Submit copy of NOBE (Notice of Basic Eligibility)
  • Submit copy of Kicker Contract (if eligible)

CHAPTER 1607 (REAP) - Army/Air National Guard/Reserve who were activated at least 90 days after September 11, 2001

  • New applicants must complete VA Form 22-1990
  • Transfer students must complete VA Form 22-1995
  • Submit copy of DD-214
  • Submit copy of NOBE (Notice of Basic Eligibility)
  • Submit copy of Kicker Contract (if eligible)

CHAPTER 30 - Active Duty

  • New applicants must complete VA Form 22-1990
  • Transfer students must complete VA Form 22-1995
  • Submit copy of DD-214
  • Submit copy of Kicker Contract (if eligible)

CHAPTER 31 - Vocational Rehabilitation

  • Contact a VA Case Manager at the Regional Office in Sioux Falls or Rapid City (as applicable)
  • VA Case Manager sends MTI Form 28-1905
  • MTI bills VA Vocational Rehabilitation for authorized charges

CHAPTER 33 – Post 9/11 Veteran

  • New applicants must complete VA Form 22-1990
  • Transfer students must complete VA Form 22-1995
  • Submit copy of DD-214
  • Submit copy of Kicker Contract (if eligible)

CHAPTER 35 - Survivors/Dependents of Veteran

Chapter - 1606 Army/Air National Guard/Reserve

  • Most Recent DD-214 or NOBE (Notice of Basic Eligibility)
  • VA Form 22-1990 Application for Education Benefits or Form 22-1995 for transfer students
  • Any kicker paperwork

Chapter 1607 - Army/Air National Guard/Reserves who have served overseas since 9/12/01

  • Most recent DD-214 or NOBE (Notice of Basic Eligibility)
  • VA Form 22-1990 Application for Education Benefits or Form 22-1995 for transfer students
  • Any kicker paperwork

SD Free Tuition - SD resident Veterans who are no longer eligible for the GI Bill

  • SDDVA Form E-11 signed by Sioux Falls official
Tuition Assistance – Air National Guard
  • Contact your unit or commander
  • Must be applied for each semester prior to start of semester
Members of the National Guard may qualify for state and/or federal tuition assistance, along with monthly stipends under the Chapter 1606 or 1607 programs. Contact your commanding officer for more information. Also, make sure you visit with the Financial Aid Office to obtain the necessary paperwork for your monthly benefits so that we can certify your eligibility with the VA in St. Louis.
